Felt condersation

Hi,
Last winter I moved into a 60s bungalow with sealed eaves and a low pitch roof.There is no air flow through it and all the bungalows in the area are the same.It has cavity wall insulation and loft insulation.At that time there was no condensation problems and had not had any.During this period of cold weather I have noticed condensation on the felt on one side of the roof which faces North East.All I have done since last winter is the following:

Improve loft insulation
New central heating installed
Double glazing improved
All pipes lagged
Loft fully boarded
Use loft for storage

1.Would I need Lapvents or is there another solution.
2.If so would I need one or two lapvents
3.Would it or they be positioned on the upper part of the roof where the condensation is
4.What is the price of each unit
